The Cabinet of Ministers of Ukraine has adopted a decision changing the procedure for crossing the state border during martial law. From now on, men aged 18 to 22 inclusive will have the right to leave Ukraine without hindrance.
Why the changes were adopted
The new rule is intended to create broader opportunities for young Ukrainians to study, intern, participate in educational programs, and legally work abroad. It is expected that they will be able to use the knowledge and experience they gain to benefit their country in the future.
What documents do you need to have?
To cross the border, men aged 18–22 will need to prepare the following documents after the resolution comes into force:
- valid foreign passport;
- military registration document (in paper or electronic form).
Border guards will check for these documents when processing departure.
What restrictions remain
Despite the adopted changes, restrictions remain in place for certain categories of citizens. In particular, the right to travel does not apply to men aged 18–22 who:
- hold positions in government agencies;
- work in local government.
For this group of people, travel is only possible on business trips.
With the start of Russia’s full-scale invasion and the introduction of martial law in Ukraine in 2022, restrictions were imposed on the travel of men aged 18 to 60. Crossing the border was only possible under special conditions: disability, large families, accompanying children or persons with disabilities, business trips, etc.
The new resolution was the first relaxation for a specific age group of conscripts.
