On August 9, 2024, Law No. 3886-IX (https://zakon.rada.gov.ua/laws/show/3886-20#Text) came into effect in Ukraine, amending Article 51 of the Code of Ukraine on Administrative Offenses. The main changes involve distinguishing between administrative and criminal liability for theft:

  1. Theft of an amount up to 3028 UAH is now considered petty theft and carries administrative liability. The fine for such an offense ranges from 170 to 510 UAH, or community service for a period of 20 to 40 hours.
  2. Theft of an amount over 3028 UAH is now classified as a criminal offense and carries more severe penalties, including possible imprisonment.

Why is this important? The new changes aim to ensure fairness in punishing thefts by taking into account the degree of social harm caused. Previously, individuals could face imprisonment for minor thefts, such as stealing a phone worth 470 UAH or groceries. Now, the procedure has become more humane, allowing law enforcement to focus on more serious crimes.
