Social housing in Ukraine is not a bonus or a gift. It is a form of government support for those who find themselves in difficult life circumstances and are unable to secure housing on their own.

According to the Law “On the Social Housing Fund,” the right to free social housing is granted to citizens who belong to vulnerable categories, including:

– residents of unsafe or condemned buildings;

– orphans and children deprived of parental care;

– individuals with severe illnesses requiring isolation;

– persons who have lost their homes due to war or natural disasters.

Applicants in these categories are granted housing on a priority basis. All others are placed in a general waiting list, which may take years to move through.

To be eligible for the social housing register, a person must meet at least one of the following criteria:

  • living space is less than 7 square meters per person;

  • household income is below the subsistence minimum (≈ UAH 3,200 in 2025);

  • internally displaced person (IDP) status without access to housing.

Required documents include copies of identification documents, family composition certificate, income statements, technical housing documentation, and proof of eligibility for preferential status.

Social housing does not become private property. It cannot be sold, gifted, or inherited. The tenant signs a social rental agreement and is only responsible for paying utility bills.

Some groups are entitled to bypass the waiting list — including combat veterans, persons with disabilities, families of fallen soldiers, large families, Chernobyl disaster victims, and rehabilitated individuals.

Currently, Ukraine is preparing a new model for social housing. It will introduce a differentiated rental fee based on household income. Residents will pay an affordable amount, while the property will remain state-owned.

According to forecasts, this model may be implemented by 2030.
