On December 19, at the StopCor media center, Bogdan Khmelnitsky, founder of the Strategic Advocacy law firm, signed a memorandum of cooperation with the National Assembly of Heroes of Ukraine, represented by its chairman, Alexander Pavlyuk.
The signing took place as part of a joint initiative, which also included the Volunteer Battalion Charitable Foundation and the All-Ukrainian Public Organization Stop Corruption. The purpose of the memorandum is to join forces to protect Ukraine’s sovereignty, support the Armed Forces, and involve Heroes of Ukraine and influential citizens in shaping public policy.
The Strategic Advocacy Law Firm has been operating since 2021, providing reliable legal protection for businesses and individuals. The team specializes in comprehensive support in key areas of law and is actively involved in initiatives related to national security, the rule of law, and strengthening the institutional stability of the state.
Commenting on the signing of the memorandum, Bohdan Khmelnytsky emphasized:
“This memorandum is about the transition from individual initiatives to systematic legal and public interaction. Bringing together experts, volunteers, and community leaders makes it possible to influence public policy not declaratively, but professionally. This is how a stable and responsible state is formed.”
The document enshrines the principles of voluntariness, equality, transparency, legality, and mutual support. The parties agreed to coordinate actions in the field of supporting the security and defense sector, assisting the military and veterans, developing analytical and expert materials, and developing dialogue between the state and civil society.
The signing of the memorandum was also attended by Volodymyr Yaremko, director of the Volunteer Battalion Charitable Foundation, and Ihor Bondarchuk, chairman of the board of the Stop Corruption All-Ukrainian Public Organization. The event was held at the initiative and with the support of Roman Bochkala, co-founder of the Volunteer Battalion Charitable Foundation and the Stop Corruption All-Ukrainian Public Organization.

The Volunteer Battalion Charitable Foundation, established in 2015, provides the Ukrainian army with non-lethal equipment. Stop Corruption is an independent public organization with an extensive network of branches throughout the country that conducts anti-corruption investigations and human rights activities.
The National Assembly of Heroes of Ukraine, registered in October 2025, brings together Heroes of Ukraine and is involved, in particular, in initiating legislative changes and participating in the formation of state policy.
The memorandum does not provide for financial or property obligations, is concluded for an indefinite period, and may be terminated by agreement of the parties.
