On July 16, 2025, Bohdan Khmelnytsky, Managing Partner of Strategic Advocacy Law Firm, and Roman Bochkala, a public figure and Honored Journalist of Ukraine, held a working meeting with Yulia Tymoshenko, People’s Deputy of Ukraine, twice Prime Minister of Ukraine.
Two extremely important draft laws related to social protection of veterans, their families and the development of the national resilience system were discussed:
– The Draft Law on State Support for Combatants, Persons with Disabilities as a Result of War, and Family Members of Fallen Defenders of Ukraine provides for the provision of land plots for permanent use by veterans, preferential lending, access to vocational education, support for small agribusinesses, and a ban on the alienation of the land provided. The draft law is aimed at actually strengthening the social capacity of Ukraine’s defenders after they return from the front.
– The draft law on preparing citizens for national resistance is a comprehensive reform that provides for the establishment of resistance training centers throughout the country, the introduction of a relevant educational program in schools and universities, the use of training grounds and the involvement of civil society. The initiative is aimed at strengthening the defense capabilities of society, national unity and support for veterans as carriers of practical experience.
During the meeting, Bohdan Khmelnytsky and Roman Bochkala made a number of proposals aimed at clarifying certain provisions of the draft laws, ensuring their effective implementation on the ground, and aligning them with the needs of veterans themselves. Among other things, they discussed legal support, mechanisms for transparent implementation of the right to land, and the institutional capacity of future Resistance Training Centers.
The participants of the meeting emphasized the strategic importance of both initiatives in the context of the post-war reconstruction of the country, the formation of a decent environment for defenders and the involvement of society in the common security. Strategic Advocacy expresses its gratitude for the opportunity to join the professional expertise and public dialog at this stage.
